About Tenant Harassment Findings in Brooklyn

The NYC Department of Housing Preservation and Development (HPD) investigates tenant harassment cases through the Office of the Tenant Advocate. When HPD finds confirmed harassment — either after trial or after inquest — the finding is recorded in the HPD Litigations dataset on NYC Open Data.

Tenant harassment includes actions by landlords intended to force tenants out of their homes, such as withholding essential services, threatening behavior, illegal lockouts, or creating conditions that make the apartment uninhabitable.

Buildings on this list have at least one confirmed harassment finding. Each building links to its full OpenStoop report, including violation history, complaint trends, and overall building grade.

All harassment data is sourced from official NYC public records. “After Inquest” means the respondent did not appear and a default finding was entered — legally valid but not contested at hearing. “After Trial” means both sides presented their case. Building grades (A–F) are independently calculated by OpenStoop using 25 public data sources and represent an editorial assessment of overall building conditions — they are not a government rating and are independent of harassment findings.

All respondent information is from official HPD records. Inclusion on this list reflects a government finding, not an OpenStoop editorial judgment. This page indexes official city records for informational purposes only. OpenStoop does not encourage contact with or action against any listed respondent.
